On April 9, the General Office of the Ministry of Industry and Information Technology (MIIT) officially issued the Notice on Announcing the List of Pilot Consortia for the Construction of High-Quality Industry Datasets Empowered by Artificial Intelligence (Letter No. 138 [2026] of the MIIT General Office). A total of 14 consortia nationwide were selected for the first batch of national-level pilot programs.
Led by Luculent, the Coal Machinery Equipment Full-Factor Data Cooperation Consortium—comprising the China Industrial Internet Research Institute, China University of Mining and Technology, China Coal Mining Machinery Equipment Co., Ltd., Nanjing Liuhe Coal Mining Machinery Co., Ltd., Shandong Haina Intelligent Equipment Technology Co., Ltd., China Coal Zhangjiakou Coal Mining Machinery Co., Ltd., China Coal Beijing Coal Mining Machinery Co., Ltd., and Whale Industrial Technology (Shandong) Co., Ltd.—has been successfully selected into the first national pilot list.
This pilot initiative is a key measure of MIIT to advance the Industrial Data Foundation Initiative. Focusing on the "1+4+N" system, it will build a trusted interconnection platform for data in key industries, establish four resource databases covering industry data resources, data technology research, industrial data standards, and high-quality industry datasets, and promote the implementation of N data-enabled application scenarios.
As a national-level pilot consortium for high-quality industry dataset construction, the Coal Machinery Equipment Full-Factor Data Cooperation Consortium boasts comprehensive capabilities in industrial data, algorithm models, and application development & operation support. Centered on full-life-cycle data integration and intelligent operation and maintenance of coal mine electromechanical equipment, the project will focus on breaking through key technologies such as multi-source heterogeneous data collection, integrated modeling, quality control, and knowledge precipitation. It will establish a unified and standardized dataset standard system for the full life cycle of coal machinery, and form a closed-loop data intelligence application system of collection, integration, and application. Targeting high-value application scenarios, it will advance data assetization and servitization, establish replicable and scalable intelligent manufacturing benchmarks supported by high-quality datasets, and comprehensively enhance the intelligent level of production, manufacturing, operation and maintenance management of coal machinery equipment.
This selection represents high recognition from the Ministry of Industry and Information Technology of the consortium’s technical strength and practical experience across the entire industrial data chain of "collection, integration, and application". As the leading entity, Luculent will give full play to its profound expertise in coal machinery equipment industry services, industrial internet platform development, and coal machinery equipment data analysis and management. It will collaborate efficiently with all member units to tackle key problems, accomplish the pilot tasks with high quality, and support China’s industrial intelligent transformation and the development of a high-quality dataset ecosystem.
