Recently, the "Hunan Energy Group Construction Project Management System," co-developed by Luculent Smart, was awarded the "2025 Outstanding Innovation and Creation Project of Provincial State-Owned Supervised Enterprises" by the provincial SASAC.

This selection is part of the provincial state-owned assets system's initiative to thoroughly implement national strategic plans for innovation and creation in industrial development, further promote substitution with innovative solutions, and effectively leverage exemplary leadership. Through enterprise recommendations and expert evaluation by the provincial SASAC, four outstanding project applications were selected.

The system was developed in accordance with the overall requirements of "benchmarking against top-tier standards, utilizing digital transformation to change operational methods, improve operational efficiency, and innovate management models," along with a phased implementation approach. Adopting a "productization + business integration" development strategy and based on the group's multi-energy complementary business landscape—encompassing wind, solar, hydro, thermal, energy storage, gas, and coal—the system standardizes daily management of engineering construction projects through measures such as reengineering business processes, unifying standard templates, establishing data support repositories, and setting up risk warning mechanisms. This enhances compliance awareness and management efficiency. To date, nearly 60 projects have participated in pilot testing, and the system is gradually becoming an assistant tool for the group’s project management personnel.

In the next phase, efforts will focus on accelerating "horizontal integration" to effectively link business data, expanding "vertical extension" to meet personalized management needs at the project site level, and exploring "intelligent applications" to improve the system's capabilities in intelligent assisted reporting, management, and decision-making. This will continuously enhance the efficiency of the group’s construction project management and support its high-quality leapfrog development.

Establishes AI-based project warning models that compare and analyze in real time against the overall project plan, creating a scientifically graded warning mechanism. Once issues are detected, multi-level, cross-disciplinary progress warnings are automatically triggered and pushed in real time, enabling precise identification of task deviations and timely optimization. The system tracks decision-making throughout the process, achieving closed-loop management from issue alerting to resolution and shifting management from "post-incident firefighting" to "pre-incident prediction and in-process adjustment."

AI + Project Knowledge Management

The system builds a "four repositories" management framework to promote knowledge precipitation, sharing, learning, application, and innovation, transitioning project management from a "phased" to a "sustainable" approach and improving project management efficiency and quality.

Project Information Repository: Aggregates information on all approved construction projects within the group system, excavates potential investment opportunities, and provides references for group investment decisions.

Project Knowledge Repository: Offers functions for managing project-related knowledge such as technical documents, cost information, and quality standards, creating a "toolkit" for project management.

Project Document Repository: Systematically classifies, standardizes, and manages documentation from project initiation review to post-investment evaluation, establishing a comprehensive "digital" archive.
